Just looked at my previous post ... just to clarify...
We want to limit the view of that list to the current logged in user's issues, except when the user is in some helpdesk group, in which case they could see the entire set of issues.
Also, we need to restrict the "non-power" user to just read and submit. They shouldn't be able to reassign, etc. Stuff you wouldn't want a person to do in a help desk mode.
