First of all, I would like to confirm my understanding of your issue.

I has some question for you.
Is this a WSS site or a SPS site?
Since the error message is expected since the web part that you are trying
to upload was built for SharePoint Portal Server and is not compatible with
WSS.
Try the below web parts for WSS and let me know if you get the same error.

Note: After you download the web part and extract the folder you should
find installation instructions in the readme.html file.
Please apply my suggestion above and let me know if it helps resolve your

Also you may try to check the internet explorer security.
1.) Open Internet Explorer
2.) Click on tools -> Internet options -> Security tab
3.) Highlight local intranet and click on sites
