change password on "View information about site users" page

I just noticed that on the ""View information about site
users" page the option to change other users password is
not there for administrators of a subweb, only site
collection administrators. This is very bad for for the
security of the site. Is there a way to allow an
administrator the ability to change a user's password (in
that subweb) without giving them site collection
administration privileges?
