By default, SharePoint contains a list of certain file extensions that
are blocked from upload to the document libraries. An administrator can
manage blocked file types, but only from the SharePoint portal central
administration page. If you're not an administrator, you'll have to get
one to do it for you.

I don't have administrator rights. Is there a setting, radio button,
switch somewhere that the Admin forgot to set?

If so, please advise.

Right now, we are getting there by using a link. The database needs to
reside in the document library for policy reasons.
