Regarding your second question, the columns which do not have delete
buttons are columns that are required for the operation of that list.
For example, the Title column in most lists (I suppose because it's the
one that is visibly linked to the record); the Assigned To column in an
Issues list (it's needed to send the email notices that are a feature
of this list), etc.

If you've added extra columns, you may need to delete those and
use/rename the columns that can't be deleted.
