I presume you are running Project Server 2002 which uses SharePoint Team
Services.

This seems very much like a question you should instead be asking in the
Project Server newsgroup

microsoft.public.project.server

A secondary reason would be that that are far many more people still running
Project Server 2002 than are running standalone STS these days.
