I'm an idiot.

You can't be running Windows SharePoint Services as it doesn't run on XP
Pro.

Even SharePoint Team Services although it works on XPPro is only supported
officially on Windows 2K Server.

What kind of "web" do you have on the XPPro machine ? Have you at any time
specifically installed STS for instance ?
