Yes, I can confirm that I am using Sharepoint Team Services v1 and not WSS.

I don't have access to the server at the moment, but I believe that is the
terminology used in the site administration page.

What I am talking about here is the 'discussions' you can add to an html
document by opening the document and clicking the Discussions button in IE
and specifying a disucussion server. A small note icon appears at the end of
each paragraph and by clicking this, users can start disucussions about the
paragraph. Unfortunately it appears that any user can delete any other
user's discussion.

I hope this is a little clearer.
