Can't edit documents

I have a user who who is trying to open a document in the
document library. When he clicks on the edit button then
clicks "edit with Microsoft Excel" gets teh following
error message: The 'Edit Document' button requires a
SharePoint-compatible application and Microsoft Internet
Explorer 4.0 or greater. I tried repairing Office per KB
840024 but it didn't work. Any ideas?
