This is the newsgroup for the CAML language of SharePoint Team Services (=
v1.0 = 2001).
There is no "Sharepoint Team Services (2003)" product, what you are probably
using is Windows SharePoint Services.

The answer to this question however is that you can't make any changes to
the site depending on the role of the user. All users see the same site and
links etc. provided they can access that part (site; sub-site; document
library) of the site at all. Thus your Reader role only people will see the
Add new documents link even though they don't have Upload rights. When they
try to use it they will need to specify a different name / password that
does have at least Contributor Rights and if they don't have such a password
they will be rejected after three attempts.
That is a fact. It is how WSS works and it is how the previous version
(SharePoint Team Services) worked.
So the answer is No, it can't be done.
(With extremely complicated and major code changes, perhaps but even our (in
the WSS newsgroup) programmers don't want to touch this.)
