STS 1.0 does not include workflow.

There are possibly third-part products that provide workflow for STS 1.0,
but the product itself does not do so. [The same situation applies to WSS]

If you have any more general STS 1.0 questions please post them in the main
newsgroup microsoft.public.sharepoint.teamservices rather than in the CAML
    subgroup.

    Thanks.

above) allow me to create a Workflow application in SPTS or will a copy of
Office 2003 Professional enable that for me?

IIS 6 and Windows SharePoint Services because we use a version of Crystal
Reports that does not function on IIS 6 and it's not in the budget to run
two web servers for the intranet, so I am limited to using a 2000 Server box
    running IIS 5.
