STS 1.0 does not include workflow.
There are possibly third-part products that provide workflow for STS 1.0,
but the product itself does not do so. [The same situation applies to WSS]
If you have any more general STS 1.0 questions please post them in the main
newsgroup microsoft.public.sharepoint.teamservices rather than in the CAML
subgroup.
