\par No, there is no page rendering problem in 64-bit 2008 (IE8).
\par All of the page are rendering properly in my local 64-bit 2008 (IE8) environment.

\par For the "Add User/Groups" and the other links in the toolbar of the http://spservices/ssp/admin/_layouts/ManageServicePermissions.aspx page, they are opened by JavaScript.
\par Could you please verify whether the JavaScript was enabled and worked in the 2008 server?
\par You could try to add the site in the Local Intranet Zone (see detailed step in the end the reply) and make sure the left bottom corner do not have a yellow exclamation mark.

\par For the Configure Search Settings page, there page would display the results from the following page.

\par To add the SharePoint site to the list of Local Intranet, please following the steps:
\par 1.\tab In Internet Explorer, on the Tools menu, click Internet Options.
\par 2.\tab On the Security tab, in the Select a Web content zone to specify its security settings box, click Local Intranet, and then click Sites.
\par 3.\tab Clear the Require server verification (https:) for all sites in this zone check box.
