\par I performed further research and it seems to be related the web application. We may try to recreate the site with original content database:

\par 1. Please log on the Application Management in central admin site
\par 2. Please click the "Content Databases".
\par 3. At Web Application, please choose the web application of the site URL
\par 4. Please write down the database name of the current web application.
\par 5. Back up the web application and database in case any issue
\par 6. Please go back to the Application Management and click "Delete web application".
\par 7. Please choose the web application of the site
\par 8. Under "Delete content databases", please click "No".
\par 9. Under "Delete IIS web sites", please click "Yes".
\par 10. Click Delete button.
\par 11. When creating the web application, please use the .
\par 12. Under "Load Balanced URL", please input the original site link.
\par 12. Under "Application Pool", please use existing application pool and choose the same pool as the previous web application.
\par 13. Under "Database Name", input the old database name we have recorded from the "Content Databases".
\par 14. Please run "issreset /noforce" command.
\par 15. Please access the site again to check whether it can be accessed or not.
\par

\par sub site with the blank template. It also has the same problem with the
