What does your farm look like (DB servers, embeded database, WFE's).
Is your install account a local administrator, are you using
a seperated "farm" domain account per the MS accounts reccomendations?

The "farm" actually is one server - for test purposes... It is an old
server we had - two proccessors Intel Xeon on 2.4 GHz, 32 bit, 3GB
RAM... It is running Windows Server 2008.
The SQL Server is Microsoft SQL Server 2008, installed on the same
machine. The enviroment includes Active Directory running on another
machine, again on Server 2008.
I've instaled SharePoint several times actually :) - one time
accordingly to MS recommendations with separate setup account, and the
last time with my personal user account - no difference, the behaviour
remains. Both accounts are administrators on the local machine.
All accounts used are given permissions accordingly requirements
mentioned in the install guide.
The web application for default shared service provider and the web
application for profiles are running with different domain accounts in
different IIS web sites. There is search enabled, and enterprise
services enabled in all sharepoint sites.
The funny part is that I actually reinstalled both active directory
and the sharepoint machine starting from "bare metal" and the hang
problem remains. So if it is an error in the enviroment or the way
I've set it up, it is some sistematic error that I make every time...
I can't create web application from the administration site, since I
can't get to the "extendvs.aspx" page (except first time after
restart).
I've tried creating web application from the command line, it creates
web site in IIS, it creates its correspondent databases, and then it
hangs. The site created is not accessible, it gives an error as it was
never extended.
The sites created are running in .NET 2.0... application pools in
classic integration mode. This is done by the SharePoint server
itself. The IIS has all IIS6 compatibility features installed...
The SharePoint service account is local administrator on the
sharepoint server, I've included it in both WSS_ADMIN_WPG and WSS_WPG
groups, and it has local activation permission to IIS WAREG COM
service application (It throws exceptions in the app log otherwise).
It has "log on as service" permission too, setted through group
policy.
There is .NET 3.0 and .NET 3.5 SP1 frameworks installed on the
SharePoint server machine and the SharePoint server is with service
pack 1 integrated. I've added bulgarian language pack and the language
pack service pack 1.
I hope I didn't forget to mention something... :)
