Hi Nick,
First of all, did you try uninstalling Office 2003 and re-installing it ?
See http://support.microsoft.com/kb/928091
Then we will look for a Sharepoint issue.
Cheers,

Hello all,
I have what seems to be a unique issue since I can't find anyone
talking about this. I?m working with MOSS 2007 and I used to have the
full Office 2007 on my work pc. Now they have pulled back all but
Excel 2007 and SharePoint Designer 2007 and removed all other parts of
office 07. I still have all of Office 03 for all office programs
including Excel and Access. The issue comes in when I switch to the
?Edit in Data***? and I click that arrow on the right side of the
data window to expose the area where I can 'Report with Access' and
'Export to Access'. The icon that shows up is an Access 07 icon and
when I try to link to a new or existing Access 03 database nothing
happens. It doesn't seem to recognize 03 Access. Then I check it from
a co-workers pc and she follows the same steps (she has lower
permissions then I do I am Site Admin) she gets the 03 Access icon and
can get the reporting in Access feature to work. I don?t believe that
she had the full Office 07 suite as I did. I really need to report
from the Libraries and you know the users they thing it should have
been finished a week ago.
I really need help and my Help Desk has no ideas. PLEASE HELP!
