I've seen this before. When you install .net 2 framework on a computer
running SPS 2003 it applies the .net 2 setting in all sites including
any site running SPS 2003 where it writes to the web.config and messes
up SPS 2003. You need to switch the portal site back to 1.1 in the
asp.net property tag in IIS 6. You then need to undo the other
changes. I think the web.config is not the only thing it changes.
There is an article somewhere on technet that shows you how to reverse
it as I recall.
