incoming e-mail and app pool identity

Hello everyone,
I've run into a tricky problem and I'm not sure what to do. I've been
trying to enable incoming e-mail on e-mailable lists/libraries in MOSS.
However, this process fails unless the application pool that the web
application is running under is using the same AD account as the central
administration app pool. According to Microsoft best practices, I shouldn't
use the same account for the app. pool for central admin and another app
pool used for a regular MOSS site collection. I found the solution to my

In the troubleshooting section.
I tried making the app. pool account a local administrator and gave it full
control over the OU in AD used to make e-mail contacts. That doesn't appear
to help the situation.
So, my question is, is this supposed to be how incomming e-mail works or is
there something wrong with my app. pool account permissions or something
else?
I'm running MOSS Standard with SP1.
