1) Can we use Sharepoint portal server 2003 with Oracle as the DB or
any other DB apart from MS SQL Server

2) Can we operate SPS 2003 without Active Directory

Maybe A question in return might be the answer:

If you are an Oracle shop and don't use Active directory, is there a strong
reason to use SharePoint 2003?
