\par After checking the log, I noticed that Outlook 2007 was not authorized to access the web service page http://<servername>/_vti_bin/workflow.asmx with the following error message:

\par HTTP Error 401.2 - Unauthorized: Access is denied due to server configuration.<br>Internet Information Services (IIS)
\par
\par As mentioned in your reply, the MOSS site is deployed with SSL and Basic authentication. I think Basic Authentication is the cause of this issue.

\par Since Basic Authentication use seperated caches from IE to access websites though the websites are same.
\par
\par You may choose to use Windows Integrated Authentication for this MOSS site. In this way, Outlook 2007 will be successfully authenticated against https://<servername>/_vti_bin/workflow.asmx.
