\par As Mike suggested, it is not recommended to delete the data in the database directly.

\par Before we go further, I would like to recommend you check the following article to see if you have run into the same issue:

\par To narrow down this issue, I recommend you try the following steps:
\par
\par 1. On the WSS Server, At the command line, type following command:
\par > cd %commonprogramfiles%\\microsoft shared\\web server extensions\\12\\bin
\par 2. At the command line, type following command:
\par > stsadm -o setproperty -propertyname job-immediate-alerts -url http://URL -propertyvalue "every 5 minutes between 0 and 59"
\par Note: please change the http://URL to your own web application URL.
\par 3. After finish, type "iisreset" at command line to restart Information Internet Service and restart Windows SharePoint Services Timer Services
\par
\par If the problem still occur, you may refer to below steps to isolate the problem. Because you can get the notification, this means outgoing SMTP Server is good.
\par
\par 1. Does the search work well in the SharePoint site? Uploaded a test document and waiting for a moment, verify that you can search out the document correctly.
\par 2. Make some changes in an email enabled list, do a full crawl, and then check if the alert is sent expectedly.
\par 3. Please verify the e-mails address From and Reply To are legitimate. Character set should be 650001 (Unicode UTF-8).
\par 4. Make sure that the following services and application pools are running and are using the same administrative account.
\par
\par a. WSS Application Pool.
\par b. Windows SharePoint Services Search
\par c. Windows SharePoint Services Timer
\par
\par 5. How many users encounter the same issue? Only one specific users or all the users?
\par 6. Go To http://sitename/_layouts/mysubs.aspx, Send me with a screenshot of the page. Can you see any alerts?
\par 7. Follow below article to test SMTP manually on the MOSS Server, can you telnet successfully?
\par
\par How To Test SMTP Services Manually in Windows Server 2003

\par 8. Create a new site collection and test if you can enable alerts. This may helps narrow down the problem is related to specific web application.
