I sometimes approach weird things like this by asking myself, "If I
wanted to do this using sharepoint, how would I do it?"

In this case, I might set up a web application policy that denies
access, thought that seems like a real long shot but it's all I can
think of (aside from checking permissions yet again).

Well thanks for the answer anyway. I had to escalate this to MS. I'll
