SharePoint pages library - page creation problem access denied

i am trying to create an article page in the pages document library
and am unable to do so. I constantly get the access denied error
stating that I don't have sufficient permissions to do this. I am have
double checked and I have full control permissions on the document
library. Why is it that a site collection admninstratro is able to
create a page just fine but I get an access denied error? This cannot
be a function of the pages document as many people before me were able
to create pages without a problem and none of them were site
collection administrators. Also, I have tested with those same people
and have found that they are unable to do the same ie they can't
create the pages anymore either. I cannot find any help on this on the
internet. Please help
