Have you considered using conditional formatting in a Data View Web Part ?
In this case the Data View Web Part (created in SPD 2007) would have a field allowing you to specify the filter.
There's an example of something roughly like this in Dustin Miller's (fifth) chapter of the Real World SharePoint 2007 book where he creates a DVWP from an RSS feed and includes a search box which replaces one of the values used in the DVWP as it was specified.
