About 2 months ago, the Alerts stopped being sent for all sites. However,

The alerts started working.
Now, the alerts stopped again. We restarted all servers, but no luck. The
initial messages are being sent but not the timed alerts. Can anyone shed
some light on how to debug the alerts - can I tell if they are being created
and sent to the mail server? Can I tell if the timer service is actually
working?
SPS 2003 on W2003 SP1 with latest patches for windows and sps.
Any help would be greatly appreciated.

For clarity when you state the alerts are not working do mean they and
not being sent or not being generated?
For example are there alerts in the alerts queue?
