Site template workflow error - Failed on start

Hi,

Could you any one help me!

I finished creating a SharePoint V3 site that contains a custom list
web part and a workflow attached to it. Then I tried to use the site
in other web application and here is what I did.

1. Saved Site as a Template (.stp)
2. Created Site from Template (.stp)
3. After performing an action in list that would initiate a workflow,
the workflow status became "Failed on Start (Retrying)"
4. When I open the workflow in SP designer and I clicked "Finish".

I tried a second time to initiate the workflow. This time I watched
the status go from "In Progress" to "Completed."

I want to ship the .stp template to customer and I don't want to do
this step which need SP designer installed. Could you anyone can tell
is there any way that we can compile the workflow programmatically
after the site is installed, so that workflow will run as normal.
