Well perhaps I should get into the specific error I am getting. I create a web application and perform a restore using the Central Administration (as described in that link you sent me). I am only trying to restore the port 80 web application and content database.
On restoring the content database I get the error
"Object WSS_ContentC (previous name: WSS_Content) failed in event OnPostRestore. For more information, see the error log located in the backup directory. SPUpgradeException: The specified SPContentDatabase Name=WSS_ContentC Parent=SPDatabaseServiceInstance has been upgraded to a newer version of SharePoint. Please upgrade this SharePoint application server before attempting to access this object."
When I try to load the web application, it gives me a 404.
Now this site started out as one running on the SQL express edition. It was moved to SQL 2005 and now I am trying to restore it to SQL 2005.

Note: Backup and recovery will not back up and restore the following:
- The configuration database can be backed up but not restored.
- Any custom solutions that have been deployed
- Alternate access mappings
- The Web application that hosts the SharePoint Central Administration Web
site
- The Central Administration content database
- The Internet Information Services metabase, Internet Information
Services-specific settings, and the Web.config file.
