MOSS not sending email on workflows

Tech-Archive recommends: Speed Up your PC by fixing your registry

I am attempting to have a document approved through a workflow and it
won't send an email to anyone on the TO: line. It does however send
emails to any users I put on the CC:. I have also tested alerts and
new user adds, and both of these systems DO send emails, so it seems
all the smtp settings are correct. Has anyone ever ran into this
problem? I am running MOSS 2007.
