This is not correct. As he has "SharePoint 2007" (WSS 3.0 or MOSS 2007 would
be a better description) he can specify different access rights for folders.

What **seems** to often be the case for the two 2007 products is that if a
user doesn't have rights to access a site then he can't be specifically
given rights to access a document library in that site (well he can be, but
it won't work) and the same might well apply that someone who has no rights
to access a doc lib can not have rights to access a folder (see earlier
comment). I wonder if that has anything to do with the initial
question/problem?

As far as I am aware, folders within libraries are indeed only for
cosmetic purposes and don't come with the functionality that libraries
have, like permissions etc. I suspect if you need an individual to
have special access to a sub folder, you may need to do as you say and
give them access to the whole library, or of course create a seperate
library for that folder.

I may be wrong with this, but that is my understanding of how
libraries work and it is for this reason I don't use folders, at least
not yet!

Yeah possibly. They do have contribute permissions on the Site but no
permissions on the Document Library, When I grant full permission to
a sub-folder in the document library they get "limited" permission
over the whole document library but they just can't create new
documents in the sub-folder. I might try experimenting by creating a
new site and giving a user no permission on the site but full
permission on a library to see if it has the same behaviour.
