This is a little convoluted but I think this would work.
1. Create a new site is IIS add the host header for the current site on port 80. Allow anonymous access to this site.
2. In IIS there is the option to have the site redirect to a different site. Configure the port 80 site to redirect to the SSL site.
3. In central admin make sure the SSL site is not responding to port 80.
If this happens to work please post back. Also be sure your security settings in IE are set to login with current user name and password if the computers are part of the same domain.

FireFox users actually get two prompts, one for each address (80 and then 443)
