I'm not confident if it works, but did you try exporting CQWP, setting
weburl property to your portal site collection, importing web part
again in your page?
But you can definitely achieve this using data view web part from the
share point designer.
1) Open SP designer
2) Open your page in design mode
3) Drop data view web part from insert menu -> share point controls ->
data view
4) click on page data view web part to add datasource
5) in data source panel, click manage connection link to point your
portal collection
6) associate the portal collection library to data view web part
