Lists Targeted to Audiences on non-Area page



I have created some sites in Sharepoint 2003 and need to add custom
lists to the sites. Based on the user, I want some of the lists to be
shown, and some to be hidden. I believe I use the Audiences for this,
so I went to a list, and did "Modify settings and columns." Then, I had
to select "Select a portal area for this list" even though it's not in
an "area". I changed the Audience in there, but it didn't restrict user
visibility based on the audience. Does anyone know how I can do this?
