Invalid configuration database status. (Offline)

Hi,
I've just installed Sharepoint Portal Server 2003 + SP2 with SQL Server
2000 in other computer.
I can create a Portal Site and three db are creating in the sql server.
But when I go with IExplorer to the portal I obtain an error message:
Invalid configuration database status. (Offline)
I've seen in the event log this Sharepoint Error: "An error occurred
while initializing the portal application cache"
Any clues?
