If I remember correctly, the "Modify all site settings" menu option appears
if you are in a Portal site. For a typical team site, you would not see
that link.

Having said that, a different master page can be picked for a site by simply
navigating to "site settings" for that site and looking for the "Master
Page" under "Look and Feel" section.

How do I get to this menu item in a new site? I can see the menu item in

top level site, but if I create a new site collection, I only get the
