Have you enable anonymous access on the site itself ? Try this.
Click on Site Actions

Click on Site Settings

Click Modify all Settings

Click Advanced permissions

Click Settings and

Click on Anonymous Access to define the access rights for Anonymous users.

I have set up a new site that use Forms Auth and basic Authentication. I
can login using the forms page but I do not have anonymous access to the
site. I have to login to view the pages. Has anyone else had this
