I don't think security can be added as part of the site definition files.
These are the files that are created in the file system for the choice of
templates you get when creating a new top level site from the sites
directory page.

When we create a new site in SharePoint Portal Server 2003 (using
CREATE SITES in the SITES AREA), only the creator has all rights on
this site. Is it possible to change this default security setting so
that DOMAIN USERS have contribute rights on the moment the site is
created (of course, we can do it manually, but that is not the way we
like to do it).
