I would imagine you could write code that runs on the site created event. Then you could have it make whatever alterations are needed at that point.
What about using Site Features in 2007?

What rights are you trying to take away? Not sure if you can
limit the rights on a MySite since the person that creates it is
the Admin.

Hey Guys -
I am planning on implementing "MySite" for every user in the
company. What I would like to do is to control the MySite such
that users have no right's/ They should be able to add/remove
webparts , degin the webpage and they should be able to create any
additional lists or webpages. Does anyone have any thoughts on how
to go about doing this ?
