All, I have the similar issue, below is the error:

Any help will be greatly appreciated. I have already reinstalled full
system on a clean/new drive. Blow is a list of components and version and
the order of install:
1. OS: Windows 2003 Ent Server (R2)
2. Applied all updated from Microsoft Update
3. Windows Workflow Foundation Runtime Components Beta 2_2(EN) for x86.exe
4. StandaloneDCWorkaround.msi
5. DB: MSSQL 2005
6. DB: Installed SP1 for MSSQL 2005
7. Installed SharePoint Server 2007 b2
8. Initiated configuration
Started-> Administrative Tools->SharePoint Products and Technologies
Configuration Wizard
And the config wizard fails at the end – see error above

After you have reviewed any issues found by the tool, you can run
psconfig.exe again to continue with the upgrade process.
To diagnose the problem, review the application event log and the
configuration log file located at:
C:\ProgramFiles\CommonFiles\MicrosoftShared\WebServerExtensions\12\
LOGS\PSCDiagnostic 6.24.2006 18 4 19 593 1368381952.log

I have to re-install everything due to some reasons today. I did the
following:
1. Uninstalled MOSS 2007
2. Delete all the existing sites/database you have cretaed.
3. Installed MOSS 2007 - install with Advanced and complete
4. Before running the config wizard, try making the above said registry
entry....
5.Run the wizard
6. Set the database, dont default it to office servers...provide database
server name and database account details (DOMAIN\USERNAME)
7. i could find all the 9 steps went smoothly.
