No, you can't control the display of the Actions menu beyond removing it entirely for ALL users. In the next version, SharePoint does provide security trimming for administration links if that helps at all for your client.

Is there a way to hide the Actions link on the left hand side from
everyone except Admins of SPS.
as the way it is set up right now if you can add to List as an Admin
or web designer etc. you can see those links...
the client wants to HIDE those Links from everyone, problem is when
you allow users to add to LISTS to respond to surveys etc... they can
see those links...
Any HELP on this would be great.
