error creating portal



i've installed sharepoint server 2003 on Windows 2003 Server Enterprise
Edition. The machine is a domain controller and has also SQL Server
2000 installed on it.
i've created a test-domain named "testweb" and the servername is
"testserver"

Each time when i try to create a portal it stops at 42% (see logfile
below)

as far as i know "testweb\administrator" is the domain administrator so
he should have all the permissions he needs, right?

i've already tried to create a portal with user
"testserver\administrator" but that gave me the same error.
in SQL Server enterprise manager -->security --> logins i've added
"testweb\sps_Query" and "testweb\sps_wpg". The group administrators is
already listed in the sql logins.

does anybody know what causes this error?
