At Document *Library* level:

This possibility exists if the document library is in the WSS part of SPS
2003. (Manage Settings etc.)

It does not exist of the document library is in the SPS part of SPS 2003.

At *Document* Level

This possibility exists neither in the SPS nor the WSS part of SPS 2003.

It does however exist in WSSv3 and MOSS 2007.
