An update -
LAN/Domain user logged in
-almost instant
LAN/Local Admin login/windows pop-up
-noticable lag, but only a couple seconds
WAN/Off Domain login/windows pop-up
- 5-45 seconds - very slow
It looks like the problem may be IE doing something different when you are
presented with the Pop-up windows authentication prompt. Does the windows
authentication work differently between a domain login and the windows
prompt?

Sounds as if you have some packet problems on your eternal path, this
could
be causing the numerous reties. Get the network folks involved. You
need
Network monitor trace from one client and the server. Get someone who can
read it. Sound however the problem is on your internet facing side of the
network since everyone outside have the issue and everyone inside it ok
