List template not showing up

Hello All:

I have loaded a list template provided to me by another developer using
the stsadm tool. However, it does not show up as a type on the
"create" page.

If I do "stsadm -o enumtemplates" it shows up.

I'm running sps2003 and wss2003 on a 2003 box.

Any ideas as to what could be wrong? I've tried everything I can think
of.
