The IFilter for pdf files comes free from Adobe.
See this WSS FAQ page for a link and other details

Joe,
I don't know if there would be an advantage for us to use Sharepoint
Server,
but we can buy it very cheap.
Is Ifilter a third-party product or a tool in SQL?
thanks,
Carlton.

I work for a non-profit that doesn't have much of an IT budget. We have
thousands of documents that we want to scan and have them searchable. I
would
want security setup so users only have access to the documents scanned
for
them.
Has anyone setup SP Server to do this? How hard is it to develop
something
like this? We don't have the IT staff to develop this inhouse so we
would
need something prebuilt if that's possible.
Any suggestions?
Here is one thought.
1 Scan all docs to a PDF format - since you can get an Ifilter for SQL
servers full text index to break PDF's
2 Create a WSS site (WSS is free SPS is not) and then create a document
library per user.
3 Assign permissions to the doc libraries as required.
The limits on the doc libraries are 1000 items per 'container' and a
folder is a container - therefore create folders within each library to
store more docs.
NOTE that you cannot simply create a single document library since
permissions cannot be applied to folders - you would have to have a
library for each user
If all the content is in a single site then the WSS search will work
for you.
Joe.
