I am out of ideas from my personal experience. So, I took the error
message to google and let them do a search. The second entry points to
an article in Technet about a Don't restart timer service parameter, and
then I did a search from the Technet page on just the first part of the
error message and found the following:

Documents that are attached to e-mail messages are not added to an
e-mail-enabled document library in Windows SharePoint Services

The error message there is not quite the same and the UrlScan tool is to
blame. You might check to see if you are using that.

If that doesn't work, then there are lots of other leads to chase down
from the Google results set. If that doesn't lead to success, then a
support call to PSST is indicated.
