You can achieve this on *displaying* the contents of a document library by
having two web parts of the document library on a page and connected via the
country field. (web part connections)
(So the first shows the country field and when this is selected the second
web part would show the counties).
But you can't have this when for instance adding a new record as the "County
Field"'s value is fixed and will not vary based on what value for Country is
chosen just before.

Is it possible to have hiearchical relation between fields for the
elements
of a documentlibrary. E.g. there is a country-field and when you choose a
a
country the county field entries have to change according to the selected
country.
