Sorry for not being clearer but as mentiond once the document is being
edited it is considered locked until saved or closed by the user , no 2
people can edit and save the document at the same time. Microsoft call the
two methods explicit and implicit. Microsoft Word for example can both open
and lock a document for editing by selecting edit in microsoft word or
alternatively first check it out then edit in word , either way the document
is locked for editing and when saved back in to the library will create a
new version except check in will allow you to input a version comment. For
people who must have a form of document management as mentioned already this
is not ideal but for a majority of average users this does not present a
problem. It is just a shame that Microsoft did not give us the option to
select what method we wanted for each envoironment , instead we are left we
coding in the force checkout option or buying a 3rd party solution for more
advanced document management.

Sharepoint version control is definitely rudimentary, but while you can
edit
and save revisions to a document without checking it out, you can't save
revisions if someone else has it checked out. Check the document out when
you want to prevent anyone else from updating the server copy while you're
editing it yourself.
The main problem with forcing a checkout is that when you check the
document
out, the checked-out version's timestamp will be updated whether you check
in
or cancel your checkout, so the version history (as-is) is worthless for
keeping an official audit trail.
