Cannot restore backups to dev. server.... Real nightmare

I've been banging my head against this for days now, and I really hope
someone can offer some suggestions....

Presently running several active sharepoint portals.

Trying to replicate the production server farm (consisting of a Domain
Controller, SQL Server and Sharepoint Portal 2003 Server) within
Virtual Server for development work.

The production server farm consists of 3 servers.

DC01 - Active Directory Domain Controller.

DB01 - SQL Server running SQL Server 2000.

SPS01 - Sharepoint server running Sharepoint Portal Server 2003 and K2
workflow.

I have set up a replication of this environment in Virtual Server. The
steps I have gone through are:

1. Install Windows Server 2003 on all servers.

2. Install Active Directory on DC01 and promote to Domain Controller.
Install DNS on DC01.

3. Install SQL Server 2000 and Service Pack 3a on DB01.

4. Install Sharepoint and K2 on SPS01.

5. Installed WSS Service Packs 1 and 2 and SPS Service Packs 1 and 2 on
SPS01.

6. Install SQL Client Tools and Service Pack 3a on SPS01

The three virtual servers are all connected on an internal network.

At this point I backed up everything I needed from the production
server and transferred it via FTP to the development server. Then
transferred the files onto the virtual servers using Microsoft Loopback
adaptor. Then restored the data in the following order:

1. Restored all IIS Virtual Server files to their equivalent location.
2. Restored the Sharepoint "60" bin to it's equivalent location.
3. Restored IIS Metabase.

Attempted to restore the Sharepoint Portals using the sharepoint backup
and restore tool.

Out of 6 portals, 5 will not restore. After getting ~5% through, the
restore fails. The Sharepoint error log refers to the event viewer on
DB01, which states:

18204: BackupDiskFile::OpenMedia: Backup Device 'name of backup file'
failed to open. Operating system error = 5 (Access is Denied).

I have tried to restore these portals repeatedly, using different
backup files and restoring from different locations on the network.
However each time there is the same error.

I managed to restore 1 of the portals using the same technique.
However, while it appears that the restore worked - the site is not
accessable. IIS and Sharepoint both appear to be configured correctly.
Opening "list and manage portal sites" in SPS central admin will list
this portal's IP address. However trying to navigate to the site in IE
produces "this page cannot be found".

I have tried restoring the files directly into SQL but to not avail.
