Define Odd. 
Create the OU. No Policy, noting else in it. Tried Delegating to the 
ADMINISTRATOR as well, made no difference.

When Extending the site, it will create the owner and send an email. If you 
login with that Owners account, you still get the same prompt to authenticate 
when adding a user. I also tried delegating the OU to that user (user is a 
Domain Admin group), again still prompts.
