Your reply to q1 is in my opinion too easy.

Yes, you can do this.

But what if the user already had (say) Contributor rights, what you would
then want for him is Contributor - Delete Items and assuming you don't want
all Contributors to lose "Delete Items" the only way to do that would be to
create a new Site group that had all the rights of a Contributor except for
Delete Items. Your way would strip more rights from that user than were
necessary.
