Any account that is in the local Administrators group on the SPS server has
permissions to log on. In a default W2K3 installation the account name is
Administrator with the password that was initially configured when you
installed the OS. However, any account added to the group should have the
same permissions. Some other things to check would be:
- Make sure that Anonymous Authentication is not enabled on the SharePoint
Central Administration site
- Make sure the Identity account configured on the CentralAdminAppPool is in
the local Administrators group (or Domain Admins group)
If none of these things work then my best advise would be to reinstall from
scratch and read up on the requirements for the Configuration Database
account that is set as part of the install process.
